It was originally developed at MIT and released under an enlightened copyright that said you could do anything with it you wanted as long as you didn't remove the copyright, and did credit MIT somewhere. CMU picked it up and ported it to Microsoft C; other universities and businesses picked it up and rewrote the heck out of it. It originally didn't include functions like FTP and email. It's currently collected by Dan Lanciani at Harvard.
