I know of two FTP sites that have some standard Fortran libraries
available (blas, linpack, eispack, etc.):

  emx.utexas.edu (128.83.1.33) in the directory pub/mathlib
  andy.che.utexas.edu (128.83.162.5) in the directory pub/src/fortran

Please limit FTP access to non-prime-time hours (any time after 1800
and before 0800 Central).
