Yes.  You can anon ftp a shar file containing the source to such
a program (credit to Jonathan Bowen (Programming Research Group, 
Oxford University, UK)) from dept.cs.yale.edu (IP addr
128.36.0.36) as pub/SparcSounds/sound.shar

The program when compiled will produce the older (SunOS 4.0.3)
format sound files but you can still play them.  You can also
load them into soundtool which will convert them to the new
4.1.1 format (it adds the appropriate header info to the sound
file).

There are a few Sun format sound files in the Twin_Peaks 
subdirectory of the above subdirectory.
