[net.auto] starting problem on fuel injection car

My car has Bosch L-jetronic fuel injection. Since long time ago, it has
had the following problem: When the engine is cold as I start it, the
RPM would oscillates between 1600-800
for about 2 min. then settles at 900 (the correct rpm). If I drive before
the rpm stabilizes the engine hesitates in a way that you feel like
some valve is closing down (defying any throttle attempt) and then
suddenly that something opens up again for the car to regain power. This 
didn't bother me too much as I always had time to wait.

Now, another problem shows up that I am wondering if it has to do with the
above. The oscilation range is narrower (1300-650) now. But, no matter cold
or hot it starts, if it does start, at low rpm like 500 and then
picks up after about 10 seconds. When cold, the engine usually starts.
(I say "usually" it means if the engine didn't start and I let it rest at
that fault status until it cools down, it first won't start either.
If this happens, after perhaps a couple of minutes try would make it run.)
When the engine is hot, sometimes it just won't. If I then disconnect
the multi-plug at the air flow meter and restart the engine, it will run
at idle. Next, shut the engine, reconnect the multiplug, and restart the
engine which will start to run from rpm=500 as mentioned above now. (This
sounds like resetting something.)

I am suspecting the thermo-time switch or the cold start valve but am not
very sure. Could some expert give information or explanation for the
problem? Thanks.
