I've always called these things "tractor paper strips," but I just checked the dictionary and I think they're probably more properly called selvage. "Selvage" is the strip of cloth at the edge of the fabric, sometimes with loose threads which have to be trimmed. Or the strip at the edge of wallpaper. Or other such strips or parts. It's also a plate or surface through which a bolt of a lock passes (which also sounds reminiscent of tractor paper strips). --Lee Gold
