You missed the point.  USOC RJ11 is a US (Bellcore?) standard, *not* an
international one.  The physical layer connector was put into a changable
hardware box; the signal handling smarts are all in the NeXT itself.
Perhaps you've only seen modems, etc made for the US, no matter where they
are manufactured.  Modems, fax machines and normal phones (POTs) don't
*all* have that same physical connector...
