According to an article in AUTOWEEK, 14 States have or shortly will have laws requiring the use of seatbelts. Here in Illinois, it is only mandatory for front seat riders. Now for the interesting quote about Nevada and the 55 mph speed limit: "Nevada will not put its seat-belt law into effect until the feds authorize the state to raise its speed limit from 55 to 70 MPH."
