[net.auto] Nevada and the 55 MPH speed limit

According to an article in AUTOWEEK, 14 States have or shortly will have
laws requiring the use of seatbelts.  Here in Illinois, it is only
mandatory for front seat riders.  Now for the interesting quote about
Nevada and the 55 mph speed limit:

	"Nevada will not put its seat-belt law into effect until the
	feds authorize the state to raise its speed limit from 55
	to 70 MPH."

Good for Nevada!  I hope they win.  It may be the start of something big.

Because of state's-rights, Nevada could up their speed limit at any time,
only they are afraid of the Federal Government might cut off the Federal
Highway Funds.  The whole thing sounds sort of bogus to me.
