My garage owner neighbor says blueprinting means the
engine block has been machined to a new set of specifications
to increase some aspect of performance.

Blueprinting an engine means that it is rebuilt to match the exact
dimensions, clearances and tolerances as specified on the original
factory blueprints.  I've heard it generally assumed that the occasional
long-lived, smooth-running, more-powerful-than-usual engines that
are essentially unaltered since leaving the factory are attributable
to being the rare case of falling within the ideal factory specs.

The beauty of blueprinting an engine, to my thinking, is that you then
know EXACTLY what you've got under that hood.
