The relevant moment is taken with respect to the front axle when braking and
the rear axle when accelerating.  Thus, if the center of mass is close to
the front axle, as for front drivers, the moment over the rear axle is rather
small when braking.  Consider the extreme, with the car just balanced over
the front axle.  It tips over if you brake.
