[comp.sys.next] Missing Targets file in Librarian

New user problem: Whenever I run Digital Librarian, I get a warning message
that it can't find the Targets info file it's looking for.  The Librarian
window comes up empty and is useless.  Is there any way to create this file,
why is it missing ?
