Motorola certainly merited the award, but the Baldridge award has taken on a life of its own as companies see the marketing advantage of a win. IBM reportedly restructured much of their Rochester operation in pursuit of a Baldridge (earlier applications showed numerous weaknesses). The Cadillac win is more questionable, and appears to be more an award for effort and progress than for besting the competition.
