Where can I find an Epoch version which compiles on the NeXT?

The one from orst, or sonata appear to be corrupted.

BTW: is it an epoch running under X or under NeXT step? (I am looking for one
running under X)

On a related matter, does gnuemacs 18.57 compile on a NeXT 2.1 with the X11
library?

Ask in gnu.epoch.misc.  It's located on a machine at UIUC, and it runs
under X11.
