[gnu.emacs.vms] Strange behavior w/ 18.52 and VAX/VMS V4.6

	Since porting version 18.52 to our VAX (8550 running V4.6), I
have had little or no problems.  I even managed to work around a flow-
control problem with most of our main-lab terminals.  All of a sudden
though, the cursor control keys for some of our terminals (HDS200's)
have stopped working.  I only noticed this today (see date, above),
so I'm not sure exactly what's going on.  After a little fiddling,
here's what I discovered:

	 - invoking emacs does what it's supposed to, including loading
	the .emacs file
	 - cursor control keys act as if terminal-specific file (vt100.el)
	has not been loaded, even though it has
	 - if emacs is invoked from same terminal after SET HOST 0 is
	executed, cursor control keys (and everything else) work fine

Any ideas?
