[gnu.emacs.vms] vt100.el bug and subscription request

Hello, I have a couple of requests and reports:

1.  In vt100.el and vt200.el the keybinding for (I think its SS3-map) is
    wrong.  It should be ESC-O (as in Oscar) NOT ESC-0 (as in zero)

2.  I'd like to be place on a list for info about gnu emacs (especially,
    for VMS).  And, on the list for a lisp manual.

3.  I'm interested in expanding gnu emacs on VMS.  How do I find out
    what's already being/been worked on.
