You can ftp the current manual from a.cs.uiuc.edu in ~ftp/pub/gnuemacs/elisp.

Please, Please, Please give me another way.  I cannot do anonFTP.  Could
somebody maybe FTP it and mail me a copy?  If so, work this out by mail
before sending it to me so I don't get several copies and waste net
bandwidth.
