GNU Make 3.55 has one strange change: If target does not have dependencies and has commands, target is remade. This is possibly a some kind of bug, since CHANGES file says nothing about it, and usually makes do not behave like this. Or is this some kind of new feature, since ChangeLog says that this change was made (at Aug 22). Make 3.55 never reports that `No way to make target'.
