[gnu.utils.bug] ifeqw documentation problem

In the "Conditional Syntax" section of the document, it says that
a possible syntax is: `ifeq (ARG1, ARG2)'.  In reality, the space
after the comma is not allowed.  The example should be fixed, or,
at the least, this should be mentioned.
