[gnu.utils.bug] make-3.57 and /bin/make incompatibility

A line such as "MFLAGS=p" in the Makefile forces make-3.57 to print the
rules and variables data base. /bin/make on our Sun does not refer MFLAGS
in Makefile.
I found this incompatibility when I tried to construct SeeTeX kit for X11.
Is this a feature of gnu make?
