[gnu.gdb.bug] .gdbinit file can be read twice

gdb's algorithm for reading .gdbinit is 

1) read $HOME/.gdbinit
2) read .gdbinit

This means that if I am cd'ed to my $HOME directory and invoke gdb, it
will read the .gdbinit file twice because it is read from $HOME/.gdbinit 
and .gdbinit.  This causes extra error messages to be emitted when duplicate
lines are read.
