[gnu.config] sendsys on its way

I'm about to send out a sendsys control message to Distribution: gnu.
When the responses taper off, I'll try to make a summary, and come up
with a census and perhaps some idea of the connectivity of GNU's Not
Usenet.

Now, to get the local Perl hacqeur interested in the project...

Erf.  I made a coupla false starts, which seem to have escaped in the
few seconds the control message sat in our spool area before I rm'd
it.  I'll try to get a cancel out, to catch up to them, before they do
too much damage...
