Simson Garfinkel, ex of the Media Lab, wrote it. It's worth having around as a good introduction to the project, what it has accomplished, and where it [we] intend to go. He quotes Len Tower, Donn Seeley, and Richard Chassell. The article is copyright by Computer Metrics, Inc. or it might be worth posting.
