[can.uucp] Former BNR leibniz node now bnr-public with new path

To get mail to BNRoids who used to be reached by ...!bnr-vpa!bnr-di!leibniz,
please use !bnr-vpa!bnr-fos!userid%bnr-public.
 
There is some mail accumulated at bnr-di that may need resent.
