[gnu.emacs.gnus] Indentation of included text

How can I set the indentation string for included text when I use
the F or R commands to respond to a message? It appears to be
fixed as 3 spaces (or perhaps ARG spaces), but I want the "standard"
">" format.

I've dug around in the info and there doesn't appear to be any
variable I can set to override this.

Here's a guess: there's some kind of hook that will catch my entering
News Mode where I can put a replace-regexp and substitute the string
I want for the three spaces?
