The next gnus will have a variable for customizing the method how new
newsgroups should be handled.  All you want can be done by using the
variable.

However, I have no plan to add newsgroups sorting command.

There's always C-k (gnus-Group-kill-group) and C-y
(gnus-Group-yank-group) in the *Newsgroups* buffer.  It's just a
manual kill/yank, but at least you can do some reordering on the fly.

I just visit my .newsrc file, select the region, and do M-x sort-lines
and then save.  If you're in the middle of GNUS then you'll have to
get it to re-read the file (using ``R'').
