I just beat up a Yeti, and he dropped a scroll. Figuring it couldn't possibly be a 'scare monster', I picked it up and read it. It was a 'scare monster' scroll. Monsters dropping scare monster scrolls is not a bug. The special thing about a scare monster is that a monster cannot walk on one. If it has it when it's generated, that's not illegal. It just makes it that much more fun. Magnifibeast (5.2 total winner...... once)
