[gnu.gcc.bug] bulding gcc 1.31.on sun3 os4.0

I am building gcc 1.31 on  a sun3 os 4.0. I did a 

% config.gcc sun3-os4

Before doing the make in the gcc-1.31 directory, I had to make a
symbolic link from config-m68k.h to xm-m68k.h. The Makefile is
inconsistent with what is actually in the gcc-1.31 directory.
Otherwise the make will error complaining that it could not find
confog-m68k.h.
