[net.games.rogue] Limit on experience level

The highest experience level possible in Superrogue 7.0 is 20.
Even if you accumulate more than 10 * 2^19 = 5,242,880 exp points,
the level stays at 20.  (Of course if you get to that level, do
you really care?)
