[gnu.gcc.bug] better error messages beyond core dumps

I've noticed a good percentage of the bug reports describe a core dump and
an input program (often a trivial program).

Would it be of use to generate more meaningful diagnostics (i.e. an error
message  identifying the unexpected condition and the offending rtl?).
