It seems highly probable that there is a certain strength of armor which
is sufficiently strong that Rust Monsters/Aquators always miss. Such
armor would therefore be effectively rust-proofed. Question: what
armor strength is necessary to have self-protecting armor???

Yes, there is.  In rogues <5.3 it is armor class -5, in 5.3 it is armor
class 15.  However, watch out in 5.3, because it doesn't protect you
from rust traps.
