All: I finally got my EXPLORER to talk to our RS6000s via TELNET/VT100. The solution turned out to be a new version of the TELNETD daemon; my colleague (Dr. Aplevich of Waterloo) has been "researching" this problem for awhile via various sources (the net being the primary, of course :-)) and he downloaded a brand-new binary from somewhere in the archives, installed it in the proper place, and VOILA! TELNET now works. I don't know exactly where he got the binary, but if anyone is interested I can point you at it (or I can probably post it in a local FTP archive if there's enough interest).
