The group specifying application program interfaces for MHS was supposed
to release their spec in June. What is the status of this work, and how 
will it be distributed (if at all) to non-members of the group?

The group specifying application program interfaces for MHS was supposed
to release their spec in June. What is the status of this work, and how 
will it be distributed (if at all) to non-members of the group?

The X.400 APIA completed an X.400 Gateway API in June.  The group
is presently working on an X.400 Application API (user agent
interface).  The Gateway API specification is available from
OMNICOM, 501 Church St. NE, Suite 304, Vienna VA 22180 USA,
+1 (703)281-1135.  The cost is $25. The specification
will also be available on a floppy shortly for $30.

The specification was indeed released in June.
The current specification covers a "gateway" API to 1984 MHS systems.
As far as I know, the only distributor is OMNICOM, Inc:
