emacs-version's value is "18.50.8"
At the bottom of my file "ChangeLog" I have:
## Have emacs keep only 1 backup of this file! ##
## Local Variables: ##
## kept-new-versions: 1 ##
## End: ##
This works fine when I use C-x C-f ChangeLog,
but is ignored when I use add-change-log-entry.

by the way, you should make C-x 4 C-r find-file-read-only-other-window .
