[gnu.emacs.bug] command not recognized

I'm using:

GNU Emacs 17.64.14 of Wed Apr 23 1986

on a Sun 2 workstation.

The command:

M-x insert-kbd-macro

is not recognized. After hitting RET, emacs responds:

[no match]

17.64 constitutes prehistory.  Upgrade.  18.52 is current.
