[gnu.emacs.bug] Return value of goto-line

(Goto-line n) returns 0 in the case where it has moved to the
non-empty final line of the buffer numbered n-1.  This means that the
return value does not allow you to distinguish between normal success
and this special case.  This seems undesirable.
