[gnu.emacs.bug] Correction to last message regarding subprocess handler

I was confused in the last message. The subprocess-handler is called from lisp
in  vmsproc.el, so if I wrote a lisp to c dummy interface I could access
clear_waiting_for_input() from lisp. Is that what you meant?
