[gnu.emacs.bug] dabbrev-expand bug: It gets stuck in capital letter mode

dabbrev-expand (ESC /) bug:  It gets stuck in capital letter mode:

Given a buffer with:
			    Blob BOOB boop
go down to the next line and:
b<ESC /> gives boop, another ESC / gives BOOB, another ESC / gives BLOB
                                                                   ^^^^
                                                             (should be "blob")

I bet this has been discussed before.  It's been around for a long
time.  It's not intentional, right?
