[gnu.emacs.bug] C-q inserts in overwrite mode

C-q (quoted-insert) inserts even when in overwrite-mode.  I don't know
whether that was intentional or not, but I don't see any mention of
that fact in the documentation.  It surprised me while I was editing a
binary file.
