[gnu.emacs] A better vi emulation needed

This probably isn't the most popular subject on this list, but WTH . . .

I'm (still) looking for a complete vi (!) emulation mode for GNU Emacs. I've
used the one written by someone (whose name I have forgotten) in Japan called
(I think) vip-mode. It's good, but it's not 100% vi (to the extent that GNU
Emacs would allow it to be 100%). Since I'm not a LISP hacker (or elisp or
anything else lisp-like), I'm not in a position to fix the incompatabilities.
So, has anyone out there done this or does someone have a more complete
emulation?

If so, please tell me where I can get it. And no, please don't bother flaming
me for wanting to use vi or a vi-like interface. Thanx.
