[gnu.emacs] No RMAIL changes

I don't have time to do any major work on RMAIL, or rewrite the
chapter in the manual.  I don't even have time to judge someone
else's work if someone else does it.  I want to leave this alone.

So the RMAIL in version 19 will be about the same as the one in 
version 18.
