[gnu.emacs] WANTED: Better TAGS handling.

Well, before I actually go off and try to write this myself (real close to
doing so):

Has anyone written a tags-like package that provides the following features?

o First "tags" search finds declaration of var/function (could be just
  for functions, I'm not picky, but it would be nice to be general).
  "next-tag" finds each reference.

o Ability to search more than one directory. I.E. A tags entry could either
  be a file/position pair or a <directory> singlet. For obvious reasons,
  each directory spec would be listed only once and at the end of the
  "[?]TAGS" file. It would basically tell EMACS to search that directory's
  TAGS file for the symbol. This would allow you to search on a tag that
  existed somewhere in a library.


I know that once can more-or-less use grep to do the former, but I really
don't like the overhead. So much nicer just to go to the variable/func
and "whap" straight to it.

So, any clues/suggestions? I'm not an elisp expert by far, so I expect
that this will take me a lot longer than, say, Dan Liberte!
