The Emacs users' manual is part of the Emacs source distribution -
look in man/emacs.tex. You can get the source distribution via
anonymous FTP from prep.ai.mit.edu:pub/gnu/edist.tar-18.54.Z or via
UUCP from osu-cis (write for instructions if you need them).
The GNU Emacs Lisp manual is available via FTP from
a.cs.uiuc.edu:pub/gnuemacs/elisp, or via UUCP from osu-cis.
