[gnu.emacs] problem with system aliases in rmail

I have an annoying problem with rmail in gnu-emacs 18.51.1 -- when I
send mail (using ^x^m, or 'm' in rmail, or 'r' in rmail, etc.) to a
system-defined alias (such as "staff") that I am included in, I don't
get a copy.  "set metoo" appears in my .mailrc file, and it works fine
when using unix mail rather than emacs to send.  Everyone else on the
alias gets the message.  I have looked through the help available, and
couldn't find anything to indicate whether emacs is supposed to read
anything other than mail aliases out of .mailrc, nor any discussion of
ways to modify this sort of behaviour.  I have experimented with
different values of "rmail-dont-reply-to" and this seems to be
completely unrelated.

Anyone encountered this?  know a way out?  will installing a newer
version of gnuemacs help?
