[gnu.emacs] invoking emacs under 'sh'

i have encountered an anomaly which i hope someone can explain.

almost all users here are running csh, and having no problem running
emacs (including under X). the problem showed up after i installed
v18.53, when programs like mail and postnews, which run the program
named in the EDITOR or VISUAL variables, began to hang when emacs
was named. emacs is in fact running (ps tells me so), but it fails to
changed the screen or accept input or commands. BTW, vi executes fine
in this circumstance.

when mail tries to run an editor, it first starts a 'sh'. this appears
to be the problem, because usually when i run a shell from csh, and then
run emacs, i get the same behavior.

my theory is that the terminal is not setup when emacs is ready to run
under sh. if this is the case, why did this used to work, and how can
the terminal be setup by these programs? if this is not the answer,
what is?
