The TMC emacs package requires cl to be loaded (we build it into emacs locally, in fact), and uses it extensively. I find programming in emacs lisp to be very inconvenient without having cl loaded. If nothing else, it standardizes idioms that are very useful (such as ca*r) and provides a lot of very useful utilities that otherwise have to be written many times. I realize that emacs is a rather large program, and adding another 70K or whatever to it exacerbates all the problems it has when running on a small machine.
