[gnu.emacs] kill-all-local-variables in rmail-mode

Can anybody explain me the reason why there is a: 
  (kill-all-local-variables)
in 
(defun rmail-mode ...

I had to comment this line to get crypt working on my RMAIL files.
Otherwise, the local variable buffer-save-encrypted get killed...
