[gnu.emacs] Functions keys in xemacs

We've done some work here mapping the function keys of Sun 3/60
workstations to various useful Emacs functions.  Up till now we've
been running emacstool, but we will soon be using X Windows.  How do I
map functions keys in X?  In particular, how can I use the same key
map for X as I do for emacstool?  

If you choose to reply, please assume you're talking to a complete
novice at both X and Emacs.  Although we have successfully bound our
function keys (mostly by hacking at the suntool-map in sun.el using
the define-key function, I don't really understand why the stuff we
did works.  For example, how does emacs know what keymap to use?  When
and where is it loaded, and by what instruction?
