This is a scroll of REMOVE CURSE. (Allows you to take off cursed armour remove nasty rings, and unwield a cursed weapon.) NOTE: If you are wearing cursed armor or wielding a cursed weapon and DESPERATLY have to get rid of it, reading an ENCHANT weapon (or armor, as the case may be) will also get rid of the curse.
