[net.games.rogue] Drums of Panic in SR5.5

Can someone tell me what Drums of Panic do in Super Rogue 5.5.  Apparently
it's good magic but I can't figure out what it does.  Also if anyone has
spoilers on any of the tougher monsters (dragons, gods, giants, etc.) I
would appreciate the info.
