[gnu.gcc] Introducing gnulib dependancies into libraries

I do not see any solution to this problem.  However, if you are
thoroughly familiar with the way in which gnulib is used, and you
think you know a solution, please suggest it to me.  But send mail to
me alone, not to this list.

In the future, if you have any sort of problem with the way GCC works,
please consider it a bug report and send it to
bug-gcc@prep.ai.mit.edu.  The people who might be able to fix it are
on that list.
