Could someone please tell me where the best place to FTP to is 
that contains a good selection of PC software?

I tried wsmr-simtel20.army.nil [26.0.0.74] but could not get connected.

The "connection refused" problem on Simtel20 has been fixed.  There are
a lot of anonymous ftp jobs and you may sometimes get a message saying
please try again later.  Just keep trying like you would a busy phone
number.  One good way is to set up a hot key on your terminal program to
send the command:  open 26.0.0.74  terminated by a carriage return.
Using the IP number instead of the host name avoids a slight delay
caused by your host having to look up the number in the host table or
domain server.

Problems connecting to Simtel20 should be reported to
ACTION@WSMR-SIMTEL20.ARMY.MIL.  If you don't tell us about problems
we won't know about them.  Remember that sign you've seen in some
stores: "If you like our [product|service] tell others; if not tell US!"
